济芳阁的起源可追溯至济云阁的几位德友，他们在蔡润谦先生家中设坛扶鸾，以聆听佛仙训示，修身养性。道济佛祖感念众生虔诚，并忧叹世风日下，遂指示建立济芳阁，以弘扬德音。1964年底，阁名“济芳”获协天阁批准，奉柳春芳师尊为主神。翌年正式成立，并在怒吻基租赁场地，1966年9月23日获政府批准，成为宗教团体。
首任阁长曾森光先生上任后，信众迅速增加，促使阁务扩展，并首创施医赠药，广施仁德。1967年，因政府征地，阁址迁至桥南路五楼天台，每逢周一，扶鸾济世，前来问事求医者日增。由于场地局促，众人决心筹建更宽敞的济芳阁。
第一次建阁：1975年，筹募建阁委员会成立，并购得后港富罗华路一块18,000平方尺的土地。1977年7月，政府批准建阁，9月9日（重阳节）举行奠基仪式。1979年5月15日新阁落成，恭奉诸佛仙尊升殿安炉。同年9月16日，举行开幕典礼暨成立14周年庆典，此后，济芳阁积极拓展慈善事业，扩大中西医诊所，提供免费医疗，设立奖助学金和敬老金，并定期捐助国内慈善机构，广施善行。
第二次建阁：1996年，因地铁东北线建设，济芳阁须搬迁。历经波折后购得了盛港一块12,000余平方尺的土地。1999年9月10日，由阁长黄廉博律师主持动工，2000年3月正式施工。2001年7月22日，新阁落成，举行佛仙升殿安炉仪式及济公活佛塑像升座大典。济芳阁由后港1-B Flower Road 迁至盛港67 Anchorvale Link，在弘扬道德与慈善事业方面开启了新的篇章。
Chee Hwan Kog (济芳阁) originated from spirit-writing sessions held at Mr. Chua Run Qian’s (蔡润谦) home altar, where devotees sought spiritual guidance. Over time, Dao Ji (道济) Buddha urged the group to actively promote moral teachings to address societal decline. In 1964, with approval from Xie Tian Ge (協天阁), the name “Ji Fang” was bestowed, and Master Liu Chun Fang was enshrined as the principal deity. Chee Hwan Kog was officially founded in 1965, initially renting a space before gaining government endorsement on September 23, 1966.
Under its first leader, Mr. Zeng Sen Guang (曾森光), membership quickly grew, leading to the launch of free medical services for the poor. Relocating multiple times due to space constraints, 济芳阁 eventually sought to establish a permanent home. In 1975, with spiritual guidance, a fundraising committee secured an 18,000-square-foot site in Hougang. Construction was approved in 1977, and the new building was completed in 1979, with a grand opening on September 16, attended by government officials.
The pavilion expanded its charitable efforts, including free medical clinics, scholarships, elderly assistance, and donations to welfare organizations. In 1996, due to MRT development, the pavilion had to relocate again. After securing a new 12,000-square-foot site in Sengkang, construction began in 2000. The new pavilion at 67 Anchorvale Link was completed in 2001, marking a new chapter in its mission of moral and charitable service.
本阁新大厦连底层计算合四层矣。地面层正中为堂皇之大殿，供奉“济公活佛”。左侧为中医药施诊所，附诊症室、配药室与理疗师。右侧为办公室及会客室。
二楼正中为济佛禅房，前座场地足供德友修心养性或作各种活动之用。左侧为西医药施诊所，诊症室及药房。右侧则为会议厅及纪念室。纪念室乃贮存历年来对本阁作出贡献之先贤相片，牌匾等等，藉以缅怀，以励来兹。
三楼为宽敞之天台，供作德友闲情聚首，交流增进之场所。
低地层分左中右三堂，中为存德堂，安置神主牌禄位，供孝子贤孙追思先人，以倡祖宗虽远，祭祀不可不诚。左右为骨灰龛位，以倡生有所宿，死有所归。
全部冷气设备，且各层楼皆有电梯直达，出入方便。
The new pavilion building comprises four levels, including the ground floor.
The ground floor features a grand main hall enshrining Ji Gong Living Buddha, with a Traditional Chinese Medicine (TCM) clinic on the left and the office and reception area on the right.
The second floor houses the Ji Buddha Meditation Room, providing space for spiritual practice and activities. It also includes a Western medical clinic, as well as a conference hall and memorial room that honours past pioneers whose contributions continue to inspire future generations.
The third floor offers a spacious rooftop terrace for gatherings and fellowship among devotees.
The lower ground floor contains the Cun De Hall for ancestral remembrance, along with columbarium niches that provide a peaceful resting place for the departed.
The building is fully air-conditioned and equipped with an elevator, ensuring comfort and convenient access for all visitors.

智 Wisdom： 通情达理，判别非是，畅晓礼仪，明识廉耻
不欺：无虚无诈，诚恳待人 Keep away from cheating
不伪：莫存歹念，布公开诚 Keep away from hypocrisy
不贪：知足常乐，安贫知命 Keep away from greed
不妄：正心格欲，言行守身 Keep away from presumptuousness
不骄：温存谦让，虚怀纳善 Keep away from arrogance
不怠：克勤戒奢，奋力功成 Keep away from laziness
不怨：恕人消恨，莫存在胸 Keep away from spitefulness
不恶：摒弃怨怒，去憎通情 Keep away from hatred
